Since January 2026, the Engineering & Consulting division of Veolia has been supporting the Companhia de Água e Esgoto do Ceará - Cagece, the public water and sanitation utility of Ceará State in northeastern Brazil, serving over 5 million inhabitants across 150+ municipalities with water services and 80+ municipalities with sanitation services.
This new assignment builds on a due diligence mission conducted by our teams in 2025 and is designed to strengthen Cagece's efficiency, resilience, and long-term sustainability.
Our technical assistance is structured around three strategic priorities:
- Performance and quality of service, by reducing Non Revenue Water (NRW) and expanding access to sanitation services, to improve both operational efficiency and customer experience
- ESG governance, by structuring and systematising Environmental, Social and Governance management across Cagece's operations and stewardship framework to reinforce the sustainability of public water and sanitation services delivery
- Climate resilience, by supporting Cagece in conducting a Climate Change Risk Assessment (CCRA), developing a mitigation and adaptation strategy aligned with Brazil's 2025 Nationally Determined Contribution (NDC) and the ACT (Accelerate Climate Transition) methodology, and identifying nature-based solutions suitable for the utility service perimeter
