Public services for water, energy, transport and waste management are grappling with tight budgets, ageing infrastructure and constantly evolving regulations. On top of this come citizens' expectations around transparency and sustainability, along with the technical complexity of digital transformation and the use of operational management data.
Faced with these challenges, managers need a partner who can measure and analyse their performance, and plan structured, lasting improvements to it.
Structural and budgetary changes in public utility networks
A structured pathway to maximising infrastructure efficiency
To meet local challenges, our rigorous approach allows us to measure, analyse and sustainably improve the performance of each organisation.
1. Diagnostic and benchmarking
An audit of the technical, financial and organisational performance of services and infrastructure (drinking water, sanitation and energy networks), as well as of management models such as direct public management, delegated public service (DSP) and public-private partnerships (PPP). The results are benchmarked against sector best practice and supplemented by a detailed review of costs, contracts and performance levels.
2. Performance levers
Identification of areas for improvement: reducing operating and maintenance costs, cutting losses, improving service quality and regulatory compliance, energy efficiency, low-carbon transition, procurement optimisation and asset management.
3. Action plan and support
Joint development of an operational plan that includes key performance indicators (KPIs), a rollout schedule and, where necessary, contractual commitments. Support extends to implementation and to building the capabilities of the contracting authority.
4. Monitoring and continuous improvement
Deployment of management tools and dashboards based on operational data. Establishment of a genuine, long-term approach to continuous improvement.

Our flagship projects
Diagnostic and performance plan for Senegal's electricity system
On behalf of the Energy Sector Regulatory Commission (CRSE), we carried out a comprehensive assessment of the high-, medium- and low-voltage networks through field audits and user satisfaction surveys. Our analysis of service continuity enabled us to design a strategic plan of 120 technical and institutional measures to support the country's regulatory transition.
Modernisation and digitalisation of energy distribution networks in the Republic of the Congo
We supported the Ministry of Energy and Water in transforming urban electricity management in Brazzaville and Pointe-Noire. Our work covered the modelling of technical and non-technical losses, as well as the drawing up of an energy balance. We also defined the remote-control architecture and the SCADA system specifications, integrating performance monitoring into a geographic information system (GIS) to optimise incident management and network reliability.
Recovery and securing of the electricity supply in Guinea
As part of a national recovery programme funded by the World Bank, we led the overall modernisation of Électricité de Guinée (EDG). The work included an infrastructure diagnostic, electrical modelling, the restructuring of maintenance, the optimisation of commercial activities, and the reorganisation of human resources and the information system. This cross-functional approach secured the electricity supply for nearly 500,000 inhabitants and made the company's management more reliable.
