Last February, Veolia's Engineering & Consulting and Veolia's Poland teams hosted a study tour in Poland for a delegation from TERMOELECTRICA S.A., operator of Chișinău’s district heating network in Moldova.
The objective was to give Termoelectrica staff a practical overview of operational practices implemented by leading district heating operators in Central and East Europe.
In Poland, Veolia brings extensive experience in district heating network operations, and the programme focused on sharing concrete lessons learned, as well as tools and methods for monitoring performance, managing and optimising operations, and balancing electricity and heat production while ensuring continuous heat supply to customers.
The delegation visited two flagship contracts managed by Veolia in Poland:
- Veolia Energia Poznań: serving ~60% of the city of Poznań through combined heat and power, including a new gas-fired cogeneration unit supporting the city’s decarbonisation strategy. At the Energy Management Centre, the team reviewed daily performance monitoring and network analysis practices;
- Veolia Energia Warszawa: operator of Europe’s largest district heating network, supplying 80% of Warsaw’s population. Discussions covered IT/OT architecture, remote dispatch management, substation automation, and ongoing initiatives such as Smart District Heating Network 2.0, Ciepłomat® and OptiGO!;
Termoelectrica’s delegation, including the Chief Engineer and heads of IT, Technical Management, and Dispatch, along with specialists from our Energy department, engaged directly with operational teams on priority topics: performance monitoring, leak detection, dispatch optimisation, electricity-heat arbitration, and ESCO financing models.
This peer-to-peer exchange is central to our technical assistance approach, linking operators with proven, scalable solutions from across the Veolia Group.
